Abstract
Adaptive Web-Based Mediation Training System
In recent years, with the rapid development of Internet technologies, the need for easy access to information has increased. Thanks to these improvements, web-based education systems became frequently be used to receive different trainings in several areas without depending on a specific place or time. Training activities for reaching a large audience can be maintained easily with web-based education systems. Due to the advantages of these systems, their usage, either as a basic system or a supportive educational tool, has been increasing day by day for different areas of expertise.

Web-based education systems are seen as a useful alternative for legal professionals as well as for many professional groups, due to issues they have with time and place. The main reasons for this can be listed as the differences in their knowledge levels, preferences of each expert in the area, their age differences and their different time and place requirements due to the intensity of their work. With this need in mind, a web based training system was developed and the system was designed to be adaptive in order to be successful and private for each user. The developed adaptive web-based education system provides services within the system to users according to the preferences and knowledge levels of legal experts. Within the system, legal specialists are guided according to their level of knowledge and support to learn the same subjects in different styles. In addition, every legal expert has the opportunity to see and follow the level of knowledge in education within the system, and as a result, a trackable structure has been established. Another feature of the system is that experts can communicate with each other whenever they want. This provides the advantage of making communication from a single point rather than providing communication from different vehicle-side environments and making it easier to follow the learning process. In addition, the system also serves as a single source for the purpose of ensuring that legal experts are up to date on their need for legal resources.

In order to determine the level of success and the usability of the system, the expert evaluation method was preferred and the two field experts are involved for assessing the system for a certain period of time. These experts compared the differences, advantages and disadvantages between adaptive web-based and traditional training systems and scored the system according to its design and functioning. When the results were examined, the success rate of the developed adaptive web based training system was found to be around 88 %.

Özet
Son yıllarda internet teknolojisindeki hızlı gelişmeyle beraber bilgiye kolay erişim ihtiyacı artmıştır. Bu gelişmeler sayesinde farklı ortamlarda, istenilen zamanda ve farklı eğitimler alınmasında, web tabanlı eğitim sistemleri sıklıkla kullanılır hale gelmiştir. Web tabanlı eğitim ile büyük kitlelere ulaşarak eğitim faaliyetleri kolaylıkla sürdürülebilmektedir. Taşıdığı avantajlar sebebiyle web tabanlı eğitim sistemleri birçok farklı alan için destekleyici veya temel bir eğitim aracı haline gelerek hızla yayılmaktadır.

Bir çok meslek grubu için olduğu gibi, zaman ve mekan konusunda yaşadıkları problemler sebebiyle, hukuk uzmanları için de web tabanlı eğitim sistemleri faydalı bir alternatif olarak görülmektedir. Buradaki temel gerekçeler, alandaki her uzmanın bilgi birikimi ve tercihlerindeki farklılıklar, farklı yaş gruplarında oluşları, mesleğin iş yoğunluğunun vermiş olduğu zaman farkı ve farklı ortam gerekliliği olarak sıralanabilir. Bu ihtiyaç göz önüne alınarak çalışmamızda web tabanlı bir eğitim sistemi geliştirilmiş ve verilen eğitimin başarılı ve kişiye özel olması için sistem adaptif bir yapıda tasarlanmıştır. Geliştirilen adaptif web tabanlı eğitim sistemi, hukuk uzmanlarının tercihleri ve bilgi seviyelerine göre kullanıcılara sistem içerisinde hizmet sunmaktadır. Sistem içerisinde hukuk uzmanlarının, bilgi düzeylerine göre yönlendirilerek aynı konuları farklı tarzlarda öğrenmelerine destek sağlanmaktadır. Ayrıca her hukuk uzmanının sistem içerisinde eğitimdeki bilgi düzeyini istediği an görüp, takip edebilmesi sağlanmış ve bunun sonucunda şeffaf bir yapı kurulmuştur. Sistemin diğer bir özelliği de uzmanların kendi aralarında istedikleri zaman iletişim sağlayabilmeleridir. Bu özellik iletişimin farklı araç yada ortamlardan sağlanması yerine tek bir noktadan yapılması ve öğrenme süreciyle ilgili takiplerin daha kolay olması avantajlarını sağlamaktadır. Bunlara ek olarak, sistem hukuk uzmanlarının güncel kaynak ihtiyacını tek bir kaynaktan doğru şekilde sağlama amacına da hizmet etmektedir.

Geliştirilen sistemin, başarı seviyesinin ve kullanılabilirliğinin ortaya konması için, uzman değerlendirmesi yöntemi tercih edilmiş ve iki alan uzmanı tarafından belli bir süre kullanılıp değerlendirilmesi sağlanmıştır. Bu uzmanlar tarafından, adaptif web tabanlı eğitim ile geleneksel eğitim arasındaki farklılıklar, avantaj ve dezavantajlar karşılaştırılmış ve sistemin tasarımı ve işleyişine yönelik puanlama yapılmıştır. Değerlendirmeler ışında geliştirilen adaptif web tabanlı eğitim sisteminin % 88,25 oranında başarılı görüldüğü tespit edilmiştir.
